Packaging (VerpackDG / PPWR)

The German Packaging Law Implementation Act (VerpackDG) requires producers and distributors to register packaging in the LUCID packaging register, participate in a system and report the quantities. Since 12 August 2026 the EU Packaging Regulation (PPWR) also applies directly; it replaced the former Packaging Act (VerpackG).

Our scope of services:

  • Guidance through registration in the LUCID packaging register, system participation and the annual data report
  • Authorised representative under § 5 VerpackDG for producers without a branch in Germany
  • Completeness declaration under § 10 VerpackDG by an auditor registered in the LUCID packaging register
  • Correction and retrospective reporting of closed reporting years

On the completeness declaration: it only becomes mandatory above certain volume thresholds – 80,000 kg glass, 50,000 kg paper, board and cardboard or 30,000 kg light packaging in the previous year, one of the three being enough. Check your annual volumes before ordering.

Authorised representative for packaging: ECOPACK GmbH. Companies without an establishment in Germany have had to appoint an authorised representative established in Germany since 12 August 2026 (§ 5 VerpackDG in conjunction with Article 45(3) of Regulation (EU) 2025/40). ECOPACK GmbH takes on this role for you. You still carry out the registration in the LUCID packaging register yourself – it is a strictly personal duty and cannot be delegated, and neither can changes to your registration data. The appointment only takes effect once the authorised representative has confirmed it in the LUCID packaging register.
