Guarantee & OfH
Most EPR service providers pass guarantee and take-back on to third parties. With us, both approvals are held in-house: ECOPV-EU GmbH operates a producer guarantee system approved by stiftung ear and is at the same time a producer responsibility organisation (OfH) approved under § 8 BattDG. You can therefore obtain either building block separately – without booking a full service package and without a second contracting party.
ElektroG guarantee under § 7 ElektroG
Anyone placing B2C electrical equipment on the German market must provide proof of an insolvency-proof guarantee. Without valid proof there is no registration with stiftung ear – and without registration there is no distribution.

Portable battery OfH under § 8 BattDG
Since 15 January 2026, every registration in the stiftung ear battery register must be assigned to an approved OfH. Without that assignment, the registration counts as incomplete.
- Admission to our approved OfH for waste portable batteries
- PIN to be entered in the ear portal as proof of participation
- Nationwide take-back, ADR-compliant logistics and proper recycling
- Reporting of collected volumes and proof of the statutory recycling rates
- €75 net per calendar year; the volume-based recycling contribution is invoiced separately
When buying the single building block makes sense
You only need this building block if the remaining obligations are already covered:
- You have an establishment in Germany and are registered yourself – then all you are missing is the guarantee certificate or the OfH assignment.
- You have already appointed another authorised representative whose service does not include guarantee or OfH.
- You are an authorised representative yourself and need guarantee certificates for the producers you represent.
If, on the other hand, nothing is arranged yet and you have no German establishment, a full service package works out cheaper – it already includes representation, registration and system participation. Overview under EPR Service Packages Germany.
Frequently asked questions
Are the guarantee and the OfH the same thing?
No. The guarantee under § 7 ElektroG is a financial safeguard for electrical equipment: it ensures that disposal is paid for even if the producer becomes insolvent. The OfH under § 8 BattDG is a take-back system for waste batteries: it collects, transports and recycles them. Two different laws, two different approvals – from one source here.
Can I obtain the guarantee without appointing you as authorised representative?
Yes. The guarantee system and authorised representation are separate services. You can obtain the guarantee on its own, even if your registration runs through another provider.
How do I prove the OfH assignment to stiftung ear?
Through the PIN you receive from us and enter in your account in the ear portal. Stiftung ear reconciles it with the information provided by the OfH. Without a stored PIN, the assignment remains open.
Does the OfH also cover industrial and vehicle batteries?
The offer bookable separately here applies to waste portable batteries. For industrial, electric vehicle, LV and starter batteries, system participation is included in the package for those categories.
How long does it take?
The guarantee certificate is issued within 24 hours. Admission to the OfH takes about one week.
