Anyone selling goods to France must register for extended producer responsibility (responsabilité élargie du producteur, REP) before the first shipment. This service package handles the complete packaging registration in France – from appointing the authorised representative and joining the eco-organisation through to the annual quantity report.

Since 10 July 2026: an authorised representative in France is mandatory

Article L. 541-10-9-1 of the French environmental code (code de l'environnement), introduced by Law no. 2026-602 of 8 July 2026, requires every person not established in France who is subject to extended producer responsibility to appoint an authorised representative (French: mandataire) by written mandate. That representative fully assumes your obligations under extended producer responsibility.

In parallel, since 12 August 2026 Amazon has been verifying packaging registration in every EU country in which you sell or store – no longer only Germany and France. Listings without a valid registration number are blocked.

What is the Identifiant Unique (IDU)?

The Identifiant Unique (IDU) is the proof of your registration. The French environment agency ADEME issues it once you have joined an approved eco-organisation and publishes it in the public SYDEREP register. It has been mandatory since 1 January 2022.

  • You receive one IDU per waste stream – anyone supplying both packaging and electrical equipment to France needs two.
  • The IDU must be stated in your general terms and conditions and provided to buyers on request.
  • Marketplaces cross-check the IDU against the SYDEREP register.

For household packaging (emballages ménagers), Citeo is the responsible eco-organisation. According to ADEME, infringements can lead to fines of up to €30,000 plus a penalty payment of up to €20,000 per day.

The contracting party and invoicing entity is ECOPV-EU GmbH, based in Eschborn. The role of authorised representative in France is performed by our group company ECOPV SASU, based in Strasbourg – the law expressly requires a person established in France for this. Both companies belong to the ECOPV group; there is no third party in the chain.

Who is this package for?

  • Sellers without a branch in France shipping goods to French end customers – via their own shop, Amazon, eBay or other marketplaces
  • Manufacturers and importers dispatching their goods from a French warehouse
  • Companies already registered in Germany that want to add France – the German LUCID registration does not apply in France

Frequently asked questions

Is my German LUCID registration enough for France?
No. Each member state maintains its own register. Registration in the German packaging register LUCID has no effect in France.

What happens without a valid IDU?
Marketplaces cross-check the IDU against the public SYDEREP register and block listings without a valid entry. According to ADEME, fines of up to €30,000 plus a penalty payment of up to €20,000 per day may also apply.

Do I really need an authorised representative?
Yes. Since 10 July 2026 the appointment under Art. L. 541-10-9-1 code de l'environnement has been mandatory. It is waived only for those products for which a person established in France already fulfils the extended producer responsibility obligations under Art. L. 541-10-9.

How long does registration take?
Allow 8–12 weeks from the point at which all documents are available. Start well before your planned sales launch.

What additional costs may arise?
The eco-contribution depends on the packaging quantities you actually place on the market. Up to a contribution of €95 it is included in this package; amounts above that are billed according to actual volume.
