German packaging law governs the recovery and eco-friendly disposal of all transport packaging materials. Since 12 August 2026 the applicable national act is the Verpackungsrecht-Durchführungsgesetz (VerpackDG), which accompanies the directly applicable EU Packaging and Packaging Waste Regulation (PPWR).

Within the whole supply chain, manufacturers and subsequent distributors dealing with transport packaging are legally bound to provide a free take-back service for fully emptied used packaging matching the types, forms and specifications they placed on the market. That service must be available at the actual delivery location or nearby.

Registration requirement

All packaging manufacturers, including those placing transport packaging on the market, must complete registration in the official packaging register LUCID.

Information disclosure requirement

Final-level distributors of transport packaging must inform end users of the available recycling channels and of the purpose of packaging take-back.

Recycling compliance requirement

After take-back, manufacturers and downstream distributors must carry out reuse and recycling strictly in line with the statutory requirements.

Annual record-keeping requirement

Enterprises must keep verifiable annual records of transport packaging recovery and recycling, classified by material category and weight. These records are due by 15 May of the following year.

Compliance proof submission

Documents proving compliance with take-back and recycling standards must be kept ready and submitted to the competent authority on request.

Independent operation management

Manufacturers and distributors not using a shared take-back solution must establish their own complete management system for transport packaging recovery and recycling, including operational planning and financial provisioning.
